Joe Biden signs $40 billion bailout for Ukraine to travel to Asia

President Joe Biden has signed into law a bill giving Ukraine an additional $40 billion in US support as it continues to resist Russian aggression.

SEOUL, South Korea (AP) – President Biden on Saturday signed legislation to support Ukraine with an additional $40 billion in US aid as Russia’s aggression nears its fourth month.

The bipartisan bill, passed by Congress, reaffirms the United States’ commitment to Ukraine in times of uncertainty over the future of war. Ukraine successfully defended Kiev and Russia refocused its offensive in the east of the country, but US officials warned of the possibility of a protracted conflict.

The fund aims to support Ukraine through September, shrinking the previous $13.6 billion emergency measure.

The new law would provide $20 billion worth of military aid, keeping the flow of advanced weapons used to control Russia’s advance. There’s also $8 billion in general economic support, $5 billion to address the global food shortage that could result from the collapse of Ukrainian agriculture, and more than $1 billion to help refugees.

Biden signed the document under extraordinary circumstances. A White House official said that while in the middle of a trip to Asia, a US official received the bill for the president to sign on a commercial flight to Seoul.

The logistics reflects the intersection of the international challenges facing Biden, as well as the urgency of US support for Ukraine. While it tries to reorient American foreign policy towards dealing with China, it continues to divert resources into the largest conflict in Europe since WWII.

Biden also signed off on an unrelated proposal aimed at expanding baby food access at a time when supplies are scarce in the United States. The law will allow government benefits from the Special Supplementary Nutrition Program for Women, Infants and Children, better known as WIC, to be used to purchase more types of infant formula.
