They publish a diploma that provides for salary increases in the civil service in 2023

The diploma that establishes salary increases of at least 52.11 euros and the assessment of public administration careers was published this Friday at the end of the day, with effect from January 1, 2023.

The decree-law was published on the same day as the diploma was promulgated by the President of the RepublicMarcelo Rebelo de Sousa.

The diploma sets the salary base of the public administration at 761.58 euros for the next year and establishes a salary update of 52.11 euros (corresponding to a change in the salary level) or 2%.

Increases in the civil service. After all, who will get what in January?

In practice, civil servants with salaries of up to around 2,600 euros will have an increase of around 52 euros and, above that value, the the salary update will be 2% (more than 52 euros).

The remuneration supplements that have as a reference the annual salary update of the public function or the levels of the single table of remuneration are updated by 2%.

In addition to salary upgrades, the diploma approves measures to empower workers, namely changes in salary levels of the general careers of superior techniciantechnical assistant and operational assistant, which in some cases means an additional 52 euros from January.

It also provides for the assessment of the revised special careers of degree of complexity 2, which are compressed by the remuneration base of the public administration.

The ratings in the second coach categories have “identical translationin the revised special careers, of degree of complexity 2, “so that the parallelism of the solutions in the guard category of the Republican National Guard is guaranteed; in the police category of the Public Security Police; in the security career of the Judicial Police; in the special inspection career; in the special career of technician in prehospital emergencies; as well as the military of the permanent personnel, under contract and voluntary title, and of the military in basic education of the three branches of the Armed Forces, and also of the career special lifeboat crew“, can be read in the preamble of the diploma.

This solution also translates into the alteration of the remuneration structure of prison guards by equating them with the Public Security Police.

The diploma also establishes the rule for the accumulation of excess points from the performance evaluation system (SIADAP), for purposes of change in payment placementas of the evaluation cycle 2021/22.

The measures result from a multi-year agreement between the Government and the union structures of the UGT, the Federation of Public Administration Unions (Fesap) and the Union of State Technicians.
