The Florida Supreme Court on Thursday refused to rule on a case challenging the Gov.’s re-registration map. Ron DeSantis (right) is Florida’s 1st player who decided in favor of the map.
The state district court blocked the card before the decision was appealed in the appeals court, and the lower court’s decision was suspended. The map promises to create 20 red-leaning constituencies and eight blue-leaning constituencies. County lines will serve the state for the next ten years, shaping national policy.
Democrats said the map violated the Voting Rights Act of 1965 because it did not identify regions based on race. The Voting Rights Act was passed under the presidency of Lyndon Johnson, which, according to Christopher Caldwell, shaped the political predicates of identity.
“The card they propose will violate the Voting Rights Act and will clearly target African American voters. So it’s more of the same thing,” said Sean Patrick Maloney (D-NY), Chairman of the Congressional Democratic Campaign Committee (DCCC). “They rely on suppressing African-American votes to get seats, and that’s a shame,” he said.
Opposing the Democrat’s argument, DeSantis general counsel Ryan Newman argued that race should have no legal precedent in the equal protection clause of the Fourteenth Amendment. “As a result of these adjustments, the proposed new distribution plan fixes the flaws in the federal constitution set by the Governor and improves some of the measures on the maps passed by the Legislature,” Newman said.
The Republican card halves the Democratic neighborhoods near Jacksonville and Orlando, effectively eliminating it, Rep. El Lawson (D-FL) said it would divide many black neighborhoods and therefore must remain united.
Although Republicans controlled both legislatures, DeSantis would soon turn the cards in the Republicans’ favour. Establishment Republicans such as House Speaker Chris Sproles (right) and Senate Speaker Wilton Simpson (right) initially opposed the cards, but later backed out after DeSantis called a special session. The card is then issued without delay.
Redistribution expert and senior editor of Cook’s political report, David Wasserman, recognized DeSantis for saving Republicans from massive redistribution losses in the country. Republicans are expected to dominate the 2022 redistribution cycle, but it’s essentially break-even.
