PCP in the Lisbon Chamber denounces “abuse” of Coins in the call for extraordinary meetings

The PCP in the Lisbon Chamber denounced this Friday the “abuse” of the president of the municipal executive, Carlos Moedas (PSD), in the call for extraordinary assemblies and demanded the reorganization of work, a position followed by the other councilors of the opposition to the PSD / CDS-PP leadership.

In the current legislature, the number of extraordinary meetings convened by the president of the CML [Câmara Municipal de Lisboa] represents about 60% of the total number of meetings,” the PCP council said in a statement, noting that extraordinary meetings are of an exceptional nature, in which the call complies with “clear rules of regiment, to deal with specific matters of urgent nature”.

For the councilors of the PCP, João Ferreira and Ana Jara, “the successive and uncritical call for extraordinary meetings is jeopardizing the regular functioning of the municipal council“, since the scheduling of extraordinary meetings “exempts compliance with the regulatory deadlines for the distribution of scheduled proposals, which range from seven days to 48 hours.”

After repeated warnings about the situation, the PCP demands “a prompt change in the work organization model” by the current municipal leadership of the PSD/CDS-PP, resuming the regular operation of the chamber, with a schedule of meetings, ” if necessary with the introduction of more regular meetings, similar to what happened in previous mandates”, for end the “continued disrespect” for the rights of councilors of the opposition.

According to the CML Regulations, the meetings can be both ordinary and extraordinary, which are held in private, and there are also public meetings and decentralized public meetings, which allow the monitoring and participation of citizens.

Within the framework of the extraordinary meeting, the PCP’s complaint was addressed by the municipal executive, with the remaining councilors opposed to the PSD/CDS-PP leadership, namely PS, BE, Livre and independents elected by the PS/CDS coalition. Livre, accompanying the critics. of the on carrying out the work, as well as the lack of programming of the opposition proposals.

Lusa questioned the office of Carlos Moedas about criticism from opposition councilors, but has not yet received a response.

A source from the PS council told Lusa that, in addition to the number of extraordinary meetings called, the main criticism of the Socialists has to do with the “Exaggeration of extra-programmed pointswhich are already around 10% of the points treated, arriving most of the time the day before”.

The BE followed up on the criticism about the “misconduct of the work of the CML meetings by the president” and indicated that it has “six proposals to be scheduled, some from February”, which have already exceeded the deadlines provided for in the Regulation, adding that several no longer have an object and, therefore, were withdrawn without discussion and “there are 10 requests to answer,” according to the advice of the block councillor.

Livre and the independent councilor elected by the PS/Livre coalition also shared the same concerns, namely the scheduling of extraordinary meetings, which take place without a period before the agenda, when councilors without portfolio submit requests for information and clarification to the PSD/ Leadership of the CDS-PP, which limits the political intervention of the opposition.

Opposition councilors accuse the social democrat Carlos Moedas of failing to comply with the CML Regulations, a document that determines that “the agenda of each meeting is established by the mayor, and the proposals for inclusion in the agenda must be presented by the councilors to the mayor in less than six days in advance of the date of the meeting, these must be included until the second meeting after its presentation, under penalty of being automatically summoned for the third after its presentation”.

In a statement, the PCP refers that, in addition to the “successive and constant” schedule of extraordinary meetings, “the documentation supporting the proposals is successively subject to alterations, and many times the own supporting and financial documents chegam at the top of the meeting”, What makes a careful and supervisory analysis unfeasiblemaking it difficult to prepare meetings and the consequent interventions of councilors without a department, who carry out other professional activities.
