Government and social partners meet again in the Social Agreement

The Government and the social agents will meet again this Wednesday at the Social Concert and will discuss the Work Compensation Fund (FCT) and the presentation of the Commission for the Sustainability of Social Security.

In the previous meeting, the Government presented a proposal to the employers’ centrals and union centrals so that the companies can use the funds that they have discounted in recent years for the FCT in support for the training and accommodation costs of young workerssaid the Minister of Labor, Solidarity and Social Security, Ana Mendes Godinho.

The measure was already provided for in the medium-term agreement to improve income, signed in October between the Government, UGT and the four employer confederations (CIP, CCP, CAP and CTP), now discussing the regulation of the measure between the social partners

Asked about whether the nearly 600 million euros that are in the FCT will be allocated, Ana Mendes Godinho says that “there is a part” of the fund that will be transferred to the Fundo de Garantia de Compensação do Trabalho (FGCT) to guarantee that the companies what cannot pay severance pay you can use it for that purpose.

The employer unions have been demanding changes in the FCT for years, arguing that the fund has hundreds of millions of euros paralyzed and that they are necessary for the economy.

The FCT is a fund financed by employers, through monthly contributions of around 1% of the contracts made since the end of 2013, in order to pay part of the amount of compensation for termination of employment.

The fund was created at the time of the troika and later served as a counterpart for the amendments to the labor law, namely the reduction in severance pay????????

Another of the points of the meeting this Wednesday is the presentation by the Government of the Commission for the Sustainability of Social Security, created in July, whose objective is to draft a green book for the sustainability of the pension systemspecifically with regard to pensions, according to the order published at the time.

The commission has technical support and is coordinated by the International Labor Organization (ILO), represented by the specialist Mariana Trigo Pereira.

Eight experts are also part of the commission: Susana Peralta, María Teresa García, Armindo Silva, Noémia Silva Goulart, Ana Alexandre Fernandes, Amílcar Moreira, the former Minister of Economy Manuel Caldeira Cabral and the director of the National Pension Center, Vítor Junqueira de Almeida . .

“The final report of the Commission must be presented to the Government before June 30, 2023, without prejudice to the preparation of a preliminary report, before the end of the 1st quarter of that year,” the order establishes.
