The sole deputy of Livre, Rui Tavares, proposes the return of fortnightly debates with the prime minister and that the parliament discuss the “state of the environment” once a year.
The reform project to the Regulations of the Assembly of the Republic that the deputy delivered to parliament intends to “replace articles 224 and 225 that make up the executive.”
“This amendment is also particularly relevant in the current context in which the ruling party has an absolute majority in the Assembly of the Republic”, he defends.
Rui Tavares considers that, with the latest changes regarding the debates with the presence of the Government, “the opportunities to question and scrutinize it, which Livre considers to be it does not serve democracy and the adequate fulfillment of the role of the Assembly of the Republic”.
Regarding the debates with the presence of ministers, the representative of Livre proposes that “each minister must appear before the plenary session at least once per legislative session, for a session of questions from the deputies.”
This debate, with a maximum duration of two hours, “will deal with all the matters contained in the areas supervised by the minister, who, for this purpose, may be accompanied by his ministerial team.”
Livre also proposes to make a annual debate on the state of the environmentwith questions to the Government by parliamentary groups and single deputies, and that must take place “in one of the last 10 sessions of the legislative session”.
On this point, Deputy Rui Tavares maintains that the current “global ecological crisis” “determines that the safeguarding of the environment must be one of the great priorities of all sovereign and decision-making bodies, naturally including the Assembly of the Republic.”
And he considers “it is essential to closely monitor the evolution of the state of the environment and the fulfillment of the environmental goals in the country.”
Livre’s sole deputy also wants a debate “on human rights” to be held quarterly, in every legislative session.
Rui Tavares also proposes another debate, with the same periodicity, on “European legal acts, as well as other types of instruments and initiatives with national impact or that are considered relevant by the Conference of Leaders”.
In July 2020, only the PSD and PS benches approved the new Regulations of the Assembly of the Republic which, among many changes, put an end to the model of fortnightly debates with the Prime Minister in force since 2008, replacing it with monthly debates. government.
