Cereal offer. Guterres holds secret negotiations with Russia that could lead to lifting of sanctions

The letter sent to Sergei Lavrov on August 28 is based on four pillars, according to Bild: bypass SWIFT sanctions, create insurance for Russian ships that are attacked by Ukrainian forces, recover frozen assets due to sanctions and eventually access of Russian ships to EU ports for agricultural trade.
