Regarding rents, two ideas emerged from the two press conferences: there will be a brake rule so that tenants do not experience increases of more than 2%, but owners will be compensated for not being able to update the rules in light of the law in force, and that determines that lease contracts after 1990 are updated based on inflation without housing as of August 31. This year, the preliminary value of this inflation pointed to an update of rents in 2023 of 5.43%. But, in the framework of the announcement of the anti-inflationary package presented first by António Costa and then by four ministers (Treasury, Infrastructure, Labor and Social Security, and the Environment), everything would change.
The Government announced a limitation on the rise in rents up to 2%, guaranteeing that there will be “full compensation to owners for the unadjusted value”, that is, for the difference between an update of 5.43% and that of 2 %.
The measure has a budgetary cost, due to the tax credit for owners, estimated at €45 million.
