Government passes CCDR to public institutes and unique assistance windows are created

The CCDR (Regional Coordination and Development Commissions) become public institutes, in accordance with the approval of the diploma by the Council of Ministers, which alters the organic structure of these structures. The Government’s intention was already known and Ana Abrunhosa had already announced it, after a meeting of the Territorial Agreement Council.

Government says it wants to “give a voice to the regions” by transferring powers to the CCDRs

The Minister of Cohesion, Ana Abrunhosa, explained the reorganization of decentralized services, “reinforcing the role of the CCDR as responsible for regional development.” Thus, they become “public institutions, with legal personality, and cease to be directed by the government and come to have the guardianship and surveillance of the government.” It is expected that there will be a board of directors, with a president and up to four vice-presidents. “When drafting the statutes, the structure of each CCDR will be defined”, and Ana Abrunhosa speaks of a “demanding calendar”. In a first phase, some services will be integrated, such as agriculture, nature conservation, land use planning, health, education, and then other services will be “gradually” integrated, with the completion of integration in March. of 2024.

“This important reform that we are doing to bring decisions closer to the citizenry, to give more powers to the CCDR and remove powers from the ministries and pass them on to the CCDR, keeping the ministries in charge of public policy, and we are doing this I am convinced that better public services will be provided, closer to those who make the decisions”.

To “ensure that there is articulation between national policies and operations at the regional level, a program contract will be established between the government, within the framework of the Territorial Coordination Council, and the CCDR, which will guarantee that the objectives of the national public policy are reached by the regions”.

In the press conference that followed the meeting of the Council of Ministers, the creation of the CCDR single window to serve municipalities, companies and citizens, for services, for example, of different licensing processes, “regardless of who be”. in the public administration that does this work”. It is “a single point of entry, but CCDR will conduct the service conference.”

But “this does not mean that the different public administrations cease to have responsibility in the licensing processes”, but Ana Abrunhosa assures that the objective is “to simplify the relationship between citizens, companies and the State”.
