The abstention of Chega and the leadership of the PS put an end to the Government’s initiative to extend the tax exemption on dividends and capital gains

The abstention of Chega (joined by the PAN) and the vote against PS, PCP, BE and Livre dictated the outcome of the Government’s intention to cover more cases with exemption from taxes on dividends and possible capital gains on sales . Within the framework of the economic acceleration package, made up of 60 measures, announced in June, the Government proposed reducing from 10% to 5% the shareholding from which dividends and capital gains on sales received by resident companies come. in Portugal. This regime has benefited large concentration operations, as was the case with the sale of Vivo by the then PT. Despite having received more than 7.5 billion from the sale of Vivo, since the company had been owned for more than a year and the position was greater than 10% of the capital, the Portuguese company did not pay taxes on capital gains. Now the 10% threshold would drop to 5%, maintaining participation for more than a year.

This measure, which is part of the Accelerate the Economy program, came to Parliament after a request for legislative authorization, which generated criticism from several parties, with Jamila Madeira, from the PS, pointing out that the Government used this file to withdraw the discussion and the Parliament approval of fiscal measures. The Government defended the measure, stating that the new limitations would make the national tax regime more attractive and would also contribute to increasing the scale of Portuguese companies.

The negative coalition comes a day after Pedro Nuno Santos, leader of the PS, announced that he will propose to his party to abstain from voting on the state budget for 2025. The failed measure this Friday was not included in the text of the budget proposal. , having been left aside.

PSD, CDS and IL voted in favor, Chega and PAN abstained, the left voted in favor and made the measure fail.
