The Chega party requested this Sunday the presence of the Minister of Internal Administration at a hearing in the Assembly of the Republic on the ongoing international tender to manage the Integrated System of Emergency and Security Networks in Portugal (SIRESP).
José Luís Carneiro’s request for a hearing follows statements by the former president of SIRESP to the digital information platform ‘Gri Digital’, which Chega considered “very serious” and believes should be clarified.
For Sandra Perdigão Neves, whose statements are quoted in the party’s press release, the public tender “is a direct award to Motorola disguised as an international public tender”, violating the rules of competition and raising other suspicions.
Sandra Perdigão Neves also said that “only Motorola is in a position to compete and win this lot in the bidding”, since the DIMETRA system, on which the bidding system is based, is owned by Motorola.
The former president of SIRESP, justifying her resignation, criticizes the former Undersecretary of State and Internal Administration, Antero Luís, who refused to “execute illegitimate orders, incompatible orders, which would damage the State in millions of euros.”
Last week, the Government launched an international public tender, valued at 75 million euros, to award the management and maintenance of SIRESP, which will run until July 28.
“We are talking about a tender of 75 million euros, to which will be added an investment of the order of 36.5 million euros that will be launched by the secretary general and with financing from the PRR [Plano de Recuperação e Resiliência]. To this amount we must add another amount for financing and permanent updating, which we estimate at 38.5 million euros”, said José Luís Carneiro.
The official also highlighted that the international public tender, “prior qualification and publication in the Official Gazette of the EU, integrates the recommendations of the Court of Auditors, the independent technical commission dedicated to the 2017 fires, ANACOM and promotes the rules of competition, exemption, impartiality and independence in the pursuit of the public interest”.
José Luís Carneiro also highlighted “the guarantee of the defense of the public interest” in the people chosen for the jury of the contest.
