Government and unions meet to discuss changes to the civil service labor law

Government and public administration unions meet this Wednesday to discuss the changes to the General Labor Law in Public Functions (LGTFP), provided for in the agreement signed at the end of October.

The discussion on the changes to the LGTFP is provided for in the agreement signed at the end of October between the Government and the union structures of the UGT, the Federation of Public Administration Unions (Fesap) and the State Technicians Union (STE).

One of the objectives of the reform to the civil service labor law is introduction of the new standards provided for in the Decent Work Agendawhich are still in parliament and should enter into force in 2023, according to the government.

Another issue to be discussed is the implementation of the rule for the accumulation of surplus points of the Integrated System for the Evaluation of Public Administration Performance (SIADAP), for the purposes of career progression, as of the 2021/22 evaluation cycle.

According to the proposal sent to the unions, “when workers have accumulated more than the points legally required to change their salary scale, the excess points are relevant for the purposes of future changes in their salary scale.”

Currently, progression is mandatory when the worker has accumulated 10 points in performance evaluations throughout the years.

With the change now proposed by the Government, if there are points left after progression, they will be taken into account in the next progression.

In January 2023, the Government undertakes to start programming the revision of the non-reviewed careers, as well as to start the discussion to review the Integrated System for Management and Performance Evaluation in Public Administration (SIADAP), with the reestablishment of the annuity rule for evaluation cycles.

Regarding the organization of working time, the Government will assess “within the term of the legislature”, the revision of the collective labor regulation instrument applicable to general careers, according to the agreement signed with the UGT structures.
