The Union of Independent Doctors (SIM) asked this Monday to expedite negotiations with the Government, alleging that the Ministry of Health has not yet presented concrete proposals to review the salary scale and career enhancement.
“We would like it to be faster, but the Ministry of Health, in relation to issues such as the salary table and investment in the medical career, has not yet submitted concrete proposals“, said Lusa, the general secretary of SIM, after the second round of negotiations with the Government.
According to Jorge Roque da Cunha, the speed in the negotiation is justified by the “problems that, at this moment, are urgent” with the lack of family doctors and the “increase in medical leave in the National Health System” (SNS), which in 2021 “were around 1,000”.

“These alarm signals deserved a more urgent attitude in relation to this negotiation process”, stressed Roque da Cunha, considering, however, “positivethat in that day’s meeting “the clauses for work organization and the emergency service should begin to be discussed.”
Regarding the full-time regime, provided for in the new SNS Statute, the “Government has not yet made the proposal and it was marked a new meeting for december“, said the general secretary of the SIM.

As part of the negotiations with the Ministry of Health, the National Federation of Physicians (FNAM) announced this day that it had presented a proposal to increase the salary scale by 47%, in addition to a “series of urgent measures dignify the medical careerimprove the working conditions of doctors and overcome the problems that have affected the SNS”.
The federation proposes “a gross monthly salary for the first degree of the degree, in a 35-hour week, of 3,560.94 euros, which corresponds to an hourly rate of 23.48 euros. This salary increase corresponds, in practice, to an increase of 47% compared to current remuneration (in 2012, the increase in remuneration achieved was 30%)”, the proposal indicates.
Among the various measures, the FNAM also intends to have an exclusive dedication regime different from the full dedication proposed by the Government, as well as the reduction of the work limit in emergency services to 12 hoursinstead of the current 18, and a base work week of 35 hours.
In health centers, the FNAM requires family doctors to reduce their user lists to “affordable numbers, which ensure much-needed outreach work.”
Faced with this second round of negotiations, the Minister of Health said that he is beginning negotiations with the medical unions “with an open mind” and that, although he knows that he will not “please in everything“He hopes that some ideas will be accepted.
“I am sure that we will not be able to please the unions in everything they ask for. I have the expectation that some of our ideas will be accepted”, said Manuel Pizarro.
The medical unions and the Ministry of Health met again this day for a second round of negotiations, after the meeting held on November 9 that formally began this process.
These negotiations formally began with the team of Minister Manuel Pizarro, but the definition of the issues to be negotiated was also agreed upon with the former minister, Marta Temido, who agreed to include the salary scale for doctors from the National Health Service in the negotiation protocol.
After the resignation of Marta Temido, at the end of August, the medical unions asked the Government to open negotiations, criticizing the “total silence” of the Ministry of Health on the process.
