Public forest management covered by reduced ISP fee

The activity of public forest management will be covered by the reduced rate of the tax on petroleum and energy products (ISP), according to an ordinance published this Thursday that comes into force on Friday.

The ordinance published this Thursday modifies a 2020 regulation of the formalities and procedures applicable to the recognition and control of ISP exemptions and reduced rates, to include requests for tax benefits from public forest management activitieswhen the equipment is used in the field of forestry activities to prevent and defend the forest against fires.

Taking into account the intervention of municipalities in the execution of various forest management operations, specifically in the field of prevention and defense of forests against fires in their respective territories, the inclusion of the activity ‘public forest management’ as subject to a reduced ISP rate for use in forestry activities, regulated in the aforementioned ordinance”, justifies the Government in the explanatory statement of the ordinance.

The implementation of the ISP reduced rate for public forest management occurs when 6,566 rural fires were registered this year, which caused 57,940 hectares of burned area, more than double that in the whole of 2021, according to provisional data from the Instituto da Conservação da Conservação Nature and Forests (ICNF).
