This indicates that the account has not been suspended by the Twitter content moderation team. The suspension is usually accompanied by another message: “This account has been suspended.”
If an account is suspended, which is another tool Twitter uses to quell dissent, the user’s tweets will still appear, but they will not be able to access their account until the time expires or they meet other conditions on Twitter. – usually deletes the offending tweet.
However, the deletion of Carano’s account does not mean that the player did it himself. In rare cases, accounts can be deleted in bulk on Twitter.

The employee who deleted the account, a mid-level member of Twitter’s Trust and Security Team and responsible for developing and enforcing ever-expanding censorship policies, said the deletion was an “accident”.
