The Ministry of Environment and Energy says it is impossible to accurately estimate whether there will be an increase in emissions in 2024, but highlights that the data indicates a downward trend for 2023.
The assessment is made in a statement on the Climate Change Performance Index (CCPI, for its acronym in English), published this Wednesday, and which indicates the fall of two places for Portugal, although it remains in the group of most favored countries.

In the statement, the Government recalls the “approximate inventory” of July of this year carried out by the Portuguese Environment Agency, which estimates a decrease in GHG emissions by 2023 due to the evolution of the energy sector, especially the energy industry, and the production of electricity from renewable sources.
The trend is further confirmed by the reductions reported this year in industrial processes and the same trend in agriculture, although an increase in emissions is expected in road transport and aviation.
“The Government identifies the transport and forestry sectors as those in which it will be necessary to invest to promote their decarbonization, with several measures already underway and planned,” states the Ministry, recalling that the Green Mobility package was presented in October, and that the Voluntary Carbon Market is being implemented, and remembering the Integrated Landscape Management Operations.
The Government is also “committed to recovering the delay inherited by the previous Executive in terms of the implementation of the provisions of the Climate Law, with emphasis on the activation of the Climate Action Council; for the Climate Action Portal, which is now available online; and for the implementation of resource efficiency programs in the Public Administration (ECO.AP2030)”.
And, he says, the review of the National Strategy for Adaptation to Climate Change and the Low Carbon Roadmap are already being prepared, “central instruments to meet climate objectives.”
The CCPI translates the performance of climate policies in 66 countries and places Portugal in 15th place, in the group of countries with the best performance.
