Ukrainian President Volodymyr Zelensky called on Thursday for the creation of a special court to judge Russian aggression against his country, after a visit to the International Criminal Court (ICC) in The Hague.
“There must be accountability” for crimes of aggression, which are the “beginning of evil,” Zelensky declared in a speech to diplomats and other officials, referring to Russia’s February 2022 invasion of his country.

“This can only be applied by the court,” he argued, despite the fact that the ICC has no jurisdiction to try Russia for crimes of aggression, since the country is not a signatory to the Rome Statute.
