The Government undertakes to “equate”, in the Council of Ministers this Thursday, extend to special careers and the so-called non-reviewed careers the salary bonus already decided for higher technicians who have a doctorate. At stake would be 500 more workers, in addition to the 750 to whom the Executive has already guaranteed a salary increase (of 416 euros).
The intention was confirmed by the Secretary of State for Public Administrations, Inês Ramires, at the end of the meeting with the civil servant unions, this Wednesday. “What we did today was translate to these union structures that we had had the demand for other representative structures of these special career workers to translate this statement that the measure also applies to them in relation to doctorates“Inés Ramires said. The Secretary of State did not say, however, if the salary increase would be made in the same terms (416 euros).
The idea that the Government is “equipping” is to differentiate the entry salaries of higher technicians with a doctorate from other careers, but as long as they do not have a doctorate as an entry requirement. This excludes, for example, workers in the research career because they are required to have this degree of qualification.
Because? Inês Ramires highlights that the objective of the measure is “assess a degree that is not a requirement to enter the career“, distinguishing workers who choose to improve their qualifications even though they are not obliged to do so.

At stake would be 500 workers from special careers, such as teachers (not university students), and careers that have not been reviewed. Inês Ramires gave other examples: doctorates in the health sector or in government areas such as Budget and Tax Administration. The idea pleases the unions with which the Government met: the State Technicians Union (STE), the Federation of Public Administration Unions (FESAP) and the Common Front.
The Government has already promised to raise the entry salary of senior technicians who have a doctorate by about 416 euros, which will cover only 750 people and will cost 3.5 million euros. The Executive began by saying that the measure would only apply next year, but at Wednesday’s meeting he slightly changed his speech, admitting that the question “is not closed”. The unions’ claim is that this increase should take place already in 2022, retroactively to January.
The Executive now sends a final decision -on the date of entry into force and scope of the bonus- to the Council of Ministers this Thursday. This meeting will also close the date for the entry into force of the increase of 52 euros in the entry salary of senior technicians (whether or not they have a doctorate).
