The Government proposes this Monday to the unions of the public administration wage increases of between 8% and 2%, with a guarantee of a minimum of about 52 euros per year until 2026said the Minister of the Presidency, Mariana Vieira da Silva.
The minimum annual increase for the civil service will be equivalent to a change in salary level (approximately 52 euros), ranging between 8% for the lowest remuneration in the table, which is 705 euros, and 2% for income from from 2,570.82 euros.
“This means that, through this salary update mechanism, public administration salaries will rise, on average, by 3.6% over the next year,” the minister stressed, in statements to Lusa.
This new update mechanism is multiannual, valid until 2026, which, according to Mariana Vieira da Silva, “gives some predictability to wage increases over the four yearsof the legislature, although there may be some revisions each year, depending on the economic and financial reality of the country, he admitted.
Mariana Vieira da Silva guaranteed, however, that no official will have a salary increase of less than 208 euros in the total of four years.
“This salary update mechanism guarantees that all civil servants have, at least, a value close to what has been the increase in the minimum wage, which means that there is no Portuguese civil servant who, throughout this legislature, until end, youhave an increase of less than 208 euros“, stressed the governor.
The minister also highlighted that, with the 8% increase, the basic remuneration of the public administration (which currently corresponds to the national minimum wage of 705 euros) will increase to 761.58 euros next year, “in order to that there are no salary losses for these officials due to the value of inflation”, which the Government estimates at 7.4% for 2022.
The 8% increase will cover 123,607 officials, according to the executive’s accounts.
It also means that “all salaries up to 1,000 euros will be increased by at least 5.5%“, stressed the minister, adding that in this situation there are about 260 thousand workers, equivalent to a third of the public administration.
The Single Remuneration Table (TRU) of the public function has 115 remuneration levels, from 705 euros to 6,427.06 euros.
The increases proposed by the Government between 2% and 8% thus translate into rises from about 52 euros (for income between 709.46 euros and 2,570.82 euros) up to a maximum of 128.54 euros, for the most registration of the painting (6,427.06 euros).
For example, a worker with a gross salary of 955.37 euros has an increase of 5.5%, equivalent to the minimum value of around 52 euros.
An employee who earns €3,039.82 will receive a raise of €60.80 (equivalent to 2%).
In addition to the proposal for salary increases, the Government also proposes to the unions the revision of the TRU, as foreseen in the Government’s program.
In this context, The Government’s proposal foresees, for the next four years, an enhancement of the careers of senior technicians and technical assistant and a salary differentiation in the career of operational assistants, who will have different remuneration values throughout their career, depending on seniority.
Senior technicians will have an additional salary level jump (another 52 euros), which will be staggered throughout the legislature, while technical assistants will see this increase applied already next year, thus increasing by 104 euros in total.
In 2022, most of the 740 thousand public servants had salary increases of 0.9%, in line with the inflation observed in 2021, without deflation.
