Valuing the public administration will cost 1.2 billion euros, says the minister

Measures to improve public administration, including salary increases, promotions and progressions and review of salary scaleIt will have a budgetary impact of 1,200 million euros in 2023, the Minister of the Presidency told Lusa.

“In total, we are talking about an increase in the wage bill, excluding new entries, including the salary update, the review of the Single Remuneration Table and the promotions and progressions of the order of 5.1%which is 1,200 million euros, a value that is compared to the previous year, of 680 million euros”, said Minister Mariana Vieira da Silva.

For the official, the 5.1% increase in the salary mass of public servants “is the value that best compares with the 4.8% annual increase that the Government has proposed to the social partners in terms of Social Dialogue ”.

Asked about the fact that the proposal for 2023 is below the value of inflation estimated by the Government, of 7.4%, the minister reinforced that the salary increase “is in line with what the Government proposes in terms of Social Dialoguein the area of ​​the agreement on income and competitiveness, emphasizing that it is necessary to take into account “an important element that is that of progressivity”.

“Inflation always affects the lowest income brackets more and more”, he underlined, and pointed out that the salary update proposal for the civil service ranges between 8% for the lowest salaries (705 euros) and 2 % for the highest (from 2,570.82 euros).

The budgetary impact of 1,200 million euros in the State Budget for 2023 (SO2023) includes 738 million euros of salary increases, 284 million euros in progressions and promotions and another 142 million with the revaluation of the three general careers of the Administration Public.

Today the Government is proposing to the civil servants’ unions a multi-year agreement that includes wage increases of between 8% and 2%, withwith a minimum of about 52 euros per worker (equivalent to a difference in salary level) in each year, until 2026, and the valorization of the general careers of senior technician, technical assistant and operational assistant.

This year, the majority of the 740 thousand public servants had a salary increase of 0.9%, in line with the inflation verified in November 2021, excluding 0.1% of deflation.

The set of measures in 2022 for the civil service, among which are progressions and promotions, the increase in the minimum wage and new entrants, had an impact of 680 million euros, equivalent to an increase in the wage bill of 2 .7%, according to the Government.
