General civil service careers will see a greater increase throughout the legislature

The general careers of the public administration will have, until 2026, a salary increase in addition to the minimum annual update of 52 eurosin the scope of the review of the remuneration table, applying this ‘bonus’ from 2023 to technical assistants.

The additional salary increase, which is also 52 euros, for the three general careers is part of the proposal to strengthen public management that the Government presents this day to the unions of the sector, within the framework of the review of the Single Table of Remuneration (TRU) .

As explained to Lusa by the Minister of the Presidency, Mariana Vieira da Silva, in addition to the proposal for annual salary increases, which will guarantee all public administration workers a minimum increase of about 52 euros in 2023 and in the following years ( until 2026) , a second package of measures is plannedalso multiannual, within the framework of the TRU review, an objective that was included in the Government’s program.

This package contemplates the strengthening of the three general careers of the public administration (the career of operational assistant, technical assistant and senior technician), but at different rates and that will be negotiated with the union structures.

In the case of technical assistants, “the guarantee is that all technical assistants, in addition to the appreciation that all officials will have, receive another 52.11 euros so that the differentiation” of the operational assistant career is 104 euros, ” gensuring the decompression of the salary scale“, explained the minister.

In other words, in 2023 the technical assistant career rises two TRU levels (104 euros including the annual salary update), to around 860 euros, which will mean an average salary increase of 10.7%.

In the case of senior technicians, the Government also proposes an additional salary of about 52 euros, in addition to the annual update, but in this case the measure will be implemented gradually, a process that will still be negotiated with the unions.

This additional increase for senior technicians, which will also mean a global increase of 104 euros, will cover remuneration for positions that, in 2022, did not enjoy the same ‘extra’ salary.

“The valorization of the senior technician career means that throughout the legislature all senior technicians, in addition to the increase for all officials, will have 52.11 euros more in one of the yearsmaking a staggering throughout the legislature, so that everyone can have an added appreciation of one more level of remuneration”, said the minister.

For operational assistants, who receive the lowest salary in the public administration, just over 700 euros, there will be a differentiation by seniority, with an increase of two levels (104 euros) for workers with more than 30 years of service and one level (52 euros) for those with more than 15 years of service.

This measure, which will also be staggered throughout the legislature, together with the revaluation of the salary base, represents an average increase of 7.5% in 2023.

“With the increase in the minimum wage, we now have a large percentage of operating assistants100% by 2026, which would be at the same salary level” throughout her career, highlights Mariana Vieira da Silva.

According to the latest statistics from the General Directorate of Administration and Public Employment (DGAEP), in June there were almost 168,000 operational assistants, about 92,000 technical assistants and 76,000 senior technicians.

In 2022, most of the approximately 740 thousand public servants had salary increases of 0.9%.

For its part, in 2022, the entry salaries of the second coach career increased in 2022 by 47.55 euros, to 757.01 euros, while the first two positions of the senior technician career registered an increase of 52 euros (up to 1,059 59 euros and 1,268.04 euros). , respectively) and doctorates received a value of about 400 euros (up to 1,632.82 euros).
