Navy. Innovative platform valued at 100 million euros designed by Gouveia e Melo without proposals

Only two candidates applied for the qualification phase of the tender for the “multi-purpose vessel” designed by Gouveia e Melo for the Portuguese Navy, but the Navy did not receive any proposals. Of the two candidates who applied, only one qualified, but not even that one came to present a proposal, says Diário de Notícias, an official source from the Navy Chief of Staff (CEMA). The result, for now, is a project of more than 100 million euros, from the PRR, on pause.

Considered one of the “disruptive” and “innovative” projects that Admiral Gouveia e Melo had launched, channeling the funds available in the Recovery and Resilience Plan, the project has already approved financing of 100 million euros, which for now it hasn’t progressed. Even so, the Navy guarantees that it will not give up on the project. “The project contemplated this possible scenario and therefore legal options are foreseen that will be explored to give continuity to this important project with a view to its implementation,” says the spokesperson for the office of Admiral Gouveia e Melo.

The scientific ship, which will be a kind of base on the high seas, will have scientific laboratories and accommodation for 90 people permanently, being able to carry up to 100 more people, if necessary, for example, to evacuate people in an emergency. .

One of the main challenges facing Gouveia e Melo in the Portuguese Navy is precisely the creation of the logistic-scientific platform, the initial cost of which was estimated at 112 million euros. This was, in fact, one of the reasons that they also considered when choosing Gouveia e Melo to lead the Navy, since the man, until then known by the Portuguese as responsible for the success of vaccination in the country, was also one of the ideologues involved in the conceptualization of this platform.
