ADSE regime will be the same for central and local administration in 2024, ANMP guarantees

The president of the National Association of Municipalities (ANMP), Luísa Salgueiro, announced on Tuesday that the new ADSE regime will be the same for the central administration and for the local administration, starting in 2024.

According to Luísa Salgueiro, the recent meeting between the ANMP and the Minister of Finance recorded “the government’s openness” in relation to this matter. “We promise to send this week the ‘draft’ of the proposals we want, so that they can be validated by the minister. And then, a working group will be created to define, format and draft the changes that we want to see completed this year, to take effect next year,” she highlighted.

Among the intentions of the ANMP is the reinforcement of the autonomy of local power, the redefinition of the rules of participation in taxes and new criteria for the distribution of funds, “since the country is still quite unbalanced.”

“There are areas of low density, where there are few incomes and many needs and, therefore, it is convenient to look at the country as a whole and ensure that the new law can guarantee this territorial cohesion. A country at a unique pace, which is something that does not happen at the moment, ”she concluded.
