The Liberal Initiative (IL) considers that the socialist executive cannot be reformed, “due to bad convictions, political incapacities or personal boredom”, according to the text of the motion of censure delivered to parliament and which must be debated this Wednesday.

“Whether due to bad convictions, political incapacity or personal exhaustion, we are facing an irreformable executive who projects his inertia and resignation onto the country that entrusted him with the mandate,” reads the eight-page document, which was delivered on the night of Thursday. , depending on the party.

The Regulations of the Assembly of the Republic establish that the debate of the motion “begins the third parliamentary day following the presentation of the motion of censure, it cannot exceed three days and the agenda has as its only point the debate of the motion of censure”.

Given that the IL formalized the delivery of this initiative on Thursday, and given that on Monday, January 2, parliamentarians have a single period and the Assembly of the Republic will be closed, the debate must take place on Wednesday. , the 4th.

In the text, the Liberal Initiative criticizes the Government’s actions in various sectors, from education and health to areas of sovereignty, and points to the President of the Government, António Costa, accusing him of a lack of verbal moderation and of choosing to insult to political opponents. revealing, he maintains, “utter bewilderment.”

“It has become evident that this government is incapable of ensuring the cohesive, prepared and competent team it needs to lead the profound reforms the country needs. In just nine months, the country has seen eleven resignations and a multitude of situations that have demonstrated the total incapacity of the Government to carry out the mandate assigned to it by the Portuguese”, says IL.

The party argues that “nothing similar has ever been seen in a framework of absolute majority, in such a short period of time, since constitutional governments were in force, almost half a century ago,” and that the recent case of the Secretary of State for the Treasury , Alexandra Reis, “is only the last among several, limiting herself to verifying a tendency towards the degradation of institutions”.

The Regulations of the Assembly of the Republic establish that “a quarter of the deputies in office or of any group may present motions of censure against the Government regarding the execution of its program or relevant matter of national interest in the terms of article 194 of the Constitution. parliamentarian”.

The debate is opened and closed by the first of the signatories of the motion and the prime minister has the right to intervene immediately after and before these interventions by the proponents. “A motion of no confidence is only considered approved when it has obtained the votes of an absolute majority of the deputies in office. If the motion of censure is not approved, its signatories will not be able to present another in the same legislative session”, reads the Regulation.

IL’s motion of no confidence will be the second faced by the Government since it took office, on March 30, 2022, after having won the legislative elections with an absolute majority. As in the first motion of censure, presented by Chega, the Government has the absolute majority of PS deputies to support it, also voting in favor of the new initiative.
