The Ministry of Digital Development of Russia has prepared a draft presidential decree on the digital identity card.

The Ministry of Digital Development of Russia has drafted a decree on the digital identity card, in which it is proposed to equate the submission of electronic documents with the submission of original papers.

According to the document published on the portal of regulatory legal procedures, the Ministry proposes the submission of electronic documents through the electronic application of “attraction” by submitting the originals of these documents. Thus, the electronic application can be used to identify a person while shopping in a store, boarding a train or receiving public service at a government service center. The draft decree states that the Russian government will determine cases when providing information using documents. An electronic application of government services is equivalent to presenting a card that proves one’s identity. In addition, the Council of Ministers has to approve a system for processing information sent using mobile applications.

Russian President Vladimir Putin previously ordered the preparation of a draft decree on the use of digital ID cards by May 1. The decree includes conditions and procedures for submitting a digital identity card obtained using a mobile application which is connected to the information system of federal government agencies.
