There are many means of releasing these substances into the clouds, especially airplanes and rockets, which China has begun to use for this purpose.
The idea of cloud fertilization in this way depends on the use of rockets that carry certain chemicals and launch them from vehicles similar to rocket launchers towards the clouds.

From the video, it appears that the rocket used to rain down the rain fell behind a child who was walking between his parents in a residential area.
