UN Secretary-General António Guterres said Thursday that Israel’s conduct of the war in Gaza, combined with difficulties in securing humanitarian aid, has created “a truly dramatic situation of terror.”

The military campaign is causing “the greatest impact of death and destruction that I can remember””The campaign is chaotic in nature,” said Guterres, who also referred to the “chaotic nature” of the campaign, which is reflected in the orders issued by the Israeli army for Palestinians to leave their homes and move towards the centre of the enclave, then from the centre to the south, and again from south to north.

“At any time people are told to move somewhere else, and people People move in search of a security that no longer exists anywhere”he lamented, referring to the 1.9 million Palestinians expelled from their homes and displaced, in many cases several times.

This situation is associated with the Obstacles to humanitarian aid imposed by Israel.which creates “permanent obstacles to negotiation and poses one difficulty after another” for its entry and distribution, citing security reasons or alleged misuse of these aids.

Guterres also accused the Israeli army of firing on vehicles carrying humanitarian aid on three separate occasions in the past five days.

One situation that led to “total insecurity and total anarchy”This is compounded by the fact that the “international community has only partially responded” to the humanitarian appeal for Gaza, securing only 36% of the necessary funding, he added.

The UN Secretary General concluded by highlighting “the way in which [Israel] carries out its military operations and the dramatic circumstances of the distribution of humanitarian aid that led to a situation of human terror.”

Because of his outspoken criticism of Israel, Guterres has been boycotted by Benjamin Netanyahu’s government virtually since the start of the current conflict, with the Israeli prime minister failing to respond to any of his calls or request a meeting during his current visit to Israel, Guterres acknowledged.

Asked about Netanyahu’s remarks Wednesday in Congress about the future of the Gaza Strip – demilitarized, deradicalized and with Israeli control over its security – Guterres would only say that “Nothing that has been said deserves my comment”once again defending the two-state solution as the only possible one.

The ongoing war between Israel and Hamas was triggered by an unprecedented attack by the Palestinian Islamist group on Israeli soil on October 7, 2023, which left around 1,200 dead and more than two hundred hostages, according to Israeli authorities.

Following the Hamas attack, Israel launched a large-scale offensive in the Gaza Strip, which has already caused more than 39,000 deaths, mostly civilians, and nearly 90,000 wounded, in addition to a humanitarian disaster, destabilizing the entire Middle East region.

In May, the UN said women and children accounted for at least 56 percent of those killed since the start of the current conflict, according to data from the Hamas-run Ministry of Health.
