Mozambican lawyers ask for the disclosure of all voting records

The request is made with the objective of “removing all opacity” from the electoral process. The Bar Association affirms that the country faces “giant challenges” to cement a democratic regime.

This Friday, the Mozambique Bar Association (OAM) asked the National Electoral Commission (CNE) to publish all the minutes of the vote count of the general elections on the 9th, pointing to the “credibility” of the results of the vote.

“The Mozambican Bar Association, within its statutory duties to defend the Democratic Rule of Law, challenges and It even urges the National Electoral Commission to publish all the minutes settlement on the table, partial, intermediate and general, to remove all opacity present at the vote count,” says a statement from that organization.

“This will contribute to the credibility of the electoral process and the democratic legitimation of those elected. Otherwise, our seriousness will remain in the mud,” the note adds.

The OAM considers that the calculation of the partial voting numbers published by the district electoral bodies and the publication of the results notes was characterized by “opacity”, which reduced the transparency of the process.

“To eliminate the entire cloak of opacity observed until now by competitors, electoral observers and journalists, it is necessary [fundamental] the publication of all the minutes, without exception, of scrutiny and notices by voting locations, to guarantee the total transparency and impartiality that must characterize an electoral process,” the statement reads.

For Mozambican lawyers, voting processes can only be considered transparent and effective when the Voters understand the voting system and the destination of their vote.

“The lack of transparency in the publication of calls by the National Electoral Commission generates well-founded suspicions about the effective integrity of the electoral process“, continues the statement.

OAM maintains that the last general elections demonstrate, once again, that Mozambique faces “giant challenges” to consolidate its democracy representative.

“It cannot be said that any Mozambican, today, regardless of their party affiliation, trusts the electoral management bodies,” states the organization, considering that the model of partisanship of the electoral bodies is exhausted and that “Mozambican democracy It is the vote of the members of the tables.” and not the people.”

On the other hand, the Constitutional Council, which acts as an electoral court, cannot perform its function “because your decisions do not reflectIn essence, any sense of justice and balance“.

“It was not expected that, 30 years after the introduction of the multiparty system, we would still be discussing stuffing of ballot boxes, deletion of advertisements, false advertisements, number of voters and votes above those registered at the polling stations and other basic electoral irregularities” , reads the report. warning.

The OAM considers that the international community does not give any credit to Mozambican institutions, due to the lack of commitment to seriousness and demanding criteria of justice.

The October 9 elections included the seventh presidential election, in which the current head of state, Filipe Nyusi, who reached the two-term limit, was no longer running, simultaneously with the seventh legislative elections and the fourth for provincial assemblies and governors .

The CNE has 15 days, after the polls close, to announce the official results, a date that is October 24, and the CC will then be in charge of announcing the results, once the analysis of possible appeals has also been concluded, but without a defined period. deadline for this purpose.

The district and provincial electoral commissions have already completed the counting of the votes, which according to public announcements give an advantage to the Front for the Liberation of Mozambique (Frelimo, the party in power) and the presidential candidate that that party supports, Daniel Chapo, over El 60% of the votes, although the presidential candidate Venâncio Mondlane questions these results, invoking data from the original voting records and obituaries, which he collects throughout the country.
