Livre proposes creating a “social inheritance” and increasing family benefits in the Budget modification

Livre will propose, in the discussion on the State Budget for 2025, the creation of a “social inheritance” that young people from the age of 18 can access and the increase in family subsidy by 25%.

In statements to Lusa, the parliamentary leader of Livre, Isabel Mendes Lopes, explained that it involves the opening by the State of a savings account of five thousand euros, or a similar investment in savings certificates, for each baby born in Portugal and resident in the country. The child will be able to access the “inheritance” from the age of 18.

“It is not fair that people reach adulthood with unequal opportunities. There are people who are lucky enough to belong to a family that guarantees them the conditions to start their adult life without burdens, and they have money to buy a house, or set up a small business, or even to go study abroad. . We have other people who do not, who are even deprived of entry to adulthood,” he lamented.

From the perspective of Isabel Mendes Lopes “There is budgetary space to create a social heritage” — which, according to party calculations, would cost 425 million euros per year — and the deputy maintained that this measure would be financed with the amount planned for the IRS Jovem, a proposal that she described as “unfair” since it would benefit “especially those who already receive more.”

Asked about the criticism of the Minister of State and Finance, Joaquim Miranda Sarmento, in the general debate on OE2025, who stated that this amount would be allocated to all young people, including the “millionaire’s son”, the Livre deputy expressed her availability to work on the text in the specialty.

Inspired by the proposal made last year by the then Spanish Minister of Labor, Yolanda Díaz, of the Movimento Somar, Livre first raised the idea in January, at its congress in Porto. At the time, the party proposed that this amount could come from the taxation of “large inheritances.”

Asked if the party will also insist on the taxation of inheritances in the specialty discussion, Isabel Mendes Lopes highlighted that, as there is budgetary slack for social inheritance, this proposal can be discussed independently, something that is being evaluated by the party .

Always in the specialty, Livre will also propose the increase in family benefit by 25%measure that would have a total cost of 250 million euros, a value that “in fact is equivalent to the 1% reduction of the CRI” defended by the Government.

Another measure that Livre will insist on, as in previous budget processes, is the reinforcement of financing and the improvement of access to Fight against energy poverty “3 C – Home, Comfort and Climate”.

Livre also wants to continue try the four day work weekboth in the Public Administration and in the private sector, through pilot projects.

To create a “new development model” for the country, the party will propose the creation of a Portuguese Artificial Intelligence (AI) agency – an idea to which the Government has been open, but outside the budgetary sphere – “which will allow training in the field of Artificial Intelligence and its use, understanding how it can or cannot be used in public administration and anticipating the risks it may bring.”

The creation of a Portuguese agency for hydrogen management and strengthening the budget for ecological restoration are also among the party’s proposals.

According to the parliamentary leader, Livre will also propose the elimination of the legislative authorization that the Government presented to parliament to modify the Labor and Public Functions Law, accusing the executive of not specifying what it wants, and wants to eliminate the Reduction from the budget proposal of one percentage point of the CRI for large companies.
