Special – Representative Lance Gooden Asks for Answers on Refugee Travel Loans Motivating Mass Migration

Representative Lance Gooden (R-TX) has sent a letter to the UN asking for information on travel credits, which he says are fueling mass migration by refugees.

“The Refugee Loan Program is prone to abuse, and the organizations responsible for collecting these loans have made millions promoting mass immigration to the US. “The Biden administration and the United Nations must accept the American people,” he said. “Taxpayer dollars should not be felt by international organizations to encourage mass immigration in our country.”

Gooden sent a letter to the US Representative to the United Nations (UN) Linda Thomas-Greenfield regarding the “refugee travel loans” of the UN State Department’s Population, Refugees and Immigration Office (PRM). International Organization for Migration (IOM).

The Texas Conservative expressed serious concerns about IOM’s ability to repay transportation loans. Gooden explains:

The lending program is seriously opaque, and as the Ambassador to the United Nations we ask that you make sure you have measures and policies to protect taxpayer funds. From 1952 to 2002, IOM reportedly paid $1,020,803,910 in “transport” loans and returned just $584,219,453. To ensure proper management, we ask that you provide as much detail as possible on the following topics. We also ask you to notify the United Nations International Organization for Migration (IOM) and resettlement partner agencies to keep all records of refugee travel loans granted and paid to the US government.

Gooden asked the UN to keep all documents related to refugee travel loans provided by the State Department:

  • All records reflecting the number of refugee travel credits issued each year by the International Organization for Migration (IOM) Department of State’s Population, Refugees and Migration Office (PRM); annual number of overdue travel loans; and the amount of money deducted for each overdue debt.
  • All records showing the number of refugee travel credits awarded each year using USG funds; the number of such travel loans unpaid per year; and the amount of money deducted for each overdue debt.
  • All records showing the amount of credit for refugee travel paid to the federal government by the resettlement agencies responsible for collecting the credits.
  • If they decide to apply for a refugee travel loan, please provide a copy of the promissory note signed by the refugees.

He also requested information about agencies that transfer refugee funds and loans, including the Church World Service, Immigration and Refugee Program (CWS), Domestic and Foreign Missionary Society, Episcopal Immigration Department (DFMS), Jewish Immigrant Assistance Association (HIAS), International Rescue Committee. (IRC), U.S. Refugee Travel Loan Program, U.S. Committee on Refugees and Immigrants (IRSA), Lutheran Immigration and Refugee Services (LIRS), U.S. Catholic Bishops’ Conference, Immigration and Refugee Services (USCCB), World Refugee Service (WRRS).

Many of these refugee loan collection agencies are allowed to withhold 25 percent of total payments, creating a bad incentive to encourage refugee resettlement as agencies have a specific interest in the financial sector.

Gooden had previously written to 12 colleagues asking the State Department to clarify many issues related to these refugee loans. As the State Department did not respond to the 12 Republicans, Gooden turned to the UN for information.

In his previous letter, he said that these left-wing non-governmental organizations benefit from the resettlement of refugees.

… The federal government frees millions of taxpayers’ money to nine refugee contractors, which are home to the majority of the country’s growing refugee population. Contractors regularly lobby legislators to increase the number of refugees resettled in the United States, as their annual budgets depend on the ongoing influx of hundreds of thousands of refugees.

President Joe Biden’s latest refugee operation is poised to bring at least 95,000 Afghan refugees to the United States.

If the UN and State Department don’t respond about these loans, both letters require these agencies to keep records so that a Republican majority can send organizations to court for oversight in the future.
