IRS Government reviews withholding tables again so that changes in state careers do not dictate loss of salary

The question was first raised by FESAP, which argued that the increase in gross salary could leave some people (single, without children), in net terms, losing money, if the tables remained the same, because they would be taxed. top retention. Consulted on this point, the Secretary of State for Public Administrations, Inês Ramires, assured that no one will lose money because there will be changes in the withholding table.

“This is not an area of ​​negotiation on the tax side, but we are in coordination with the Ministry of Finance so that, from the point of view of the withholding tables, ensure that no worker is paid less“, assured Inês Ramires.

This change will also affect the private sector (since there are currently no withholding tables differentiated by sector). Asked about this impact, the Secretary of State added: “Our commitment is that this measure does not bring problems to these workers in terms of retention. What we want is a valuation that is not affected by the retention aspect. We are working on this with the Ministry of Finance so that this does not happen. According to our study, this only occurs at two levels of these workers inserted in the career”, he underlined.

The Government has proposed to the civil servant unions to increase the entry salary of technical assistants, by 48 euros, and this year with retroactivity to January. And for technicians above 52 euros, but in this case only in 2023. On the other hand, senior technicians with a doctorate will see, also at that time, the entry salary rise by 416 euros.

One of the criticisms of the unions at the end of these meetings was precisely this discrepancy in the entry into force of the changes between technical assistants and senior technicians. Inês Ramires explained that the Government chose to go ahead with the increases for the first group because the modification of the minimum wage in January, to 705 euros, led to the entry salaries of the career of operational assistant and that of the career of assistant technician were separated by less than five euros. Hence, it makes the new increase of 48 euros retroactive to “the moment in which this compression occurred.”

Even so, when asked about the demand from the State Technicians Union (STE) for the increases that will apply to senior technicians this year, Inês Ramires did not close the door: “We will respond naturally within the framework of the complementary negotiation [que será pedida pelo STE] to that claim.” “let’s reflect“, he added.

Inês Ramires did not commit to a date for the entry into force of the changes because there will still be that additional negotiation with the unions. The intention is that after this round, the changes will be approved by the Council of Ministers, following the normal legislative process.
