List supported by Fesap for ADSE wants reduction of discounts and new extension

A public ADSEextended to more workers and with lower discounts for beneficiaries are some of the points that list E defends before the General and Supervisory Council (CGE) of this health subsystem, endorsed by Fesap and presented this Monday.

Headed by Alexandre Lourenço, administrator of the hospital, and having among its representatives the current president of the CGS, João Proença, -together with the president of UGT, Lucinda Dâmaso- List E is presented to the elections that are scheduled between November 28 and 30 with a set of proposals in defense of a “public and supportive ADSE at the service of citizens”.

Among the measures he advocates is, as Alexandre Lourenço underlined, the “need to provide better services to beneficiaries” through, in particular, “timely reimbursement to beneficiaries” and “competent management with the necessary human resources”, as well as the reduction of the co-payment borne by beneficiaries, which is currently 3.5%.

At the press conference to present List E – held at the headquarters of the Federation of Public Administration Unions (Fesap) – Alexandre Lourenço did not point out values, emphasizing rather that it must “accompany” the sustainability needs of this subsystem of health, for which an updated study at this level is necessary.

By your side João Proença also referred to ADSE balances, highlighting the need to give more management autonomy at this level, because, he stressed, the ADSE “is not made to have balances”, since they are already more than double the annual income. “It is enough and what is needed is to adjust the income to the expenses,” she explained.

The extension of ADSE to new workersspecifically the individual employment contracts (CIT) of the municipalities, is another of the measures recommended by the List supported by the 31 unions of Fesap and UGT and that he would give an answer, as the general secretary of Fesap, José Abraão, to the entry of two workers of municipal companies, who were prohibited or accessed due to the facto decree-law that allowed the addition of two CITs without safeguarding or private status of this business.

This expansion would result in the entry of a universe equivalent to between 40,000 and 50,000 new beneficiaries, with positive implications in terms of the rejuvenation of the ADSE.

List E promises to fight for strengthen transparency and better competition, advocating “measures that combat the dominant positions of some private groups and that oblige all health providers to respect the commitments they have assumed before ADSE and their beneficiaries”.

“We are perfectly aware that there are dominant positions of some private health groups,” said João Proença, adding that there is “clearly” on the part of the large private health groups” an attempt to “push the beneficiaries of the conventional regime towards the free regimen”, and that one of the ways to do it is to try to distance doctors from providing an agreed service.

Greater responsibility of the state is another of the lines of action of List E, which understands that the State must “contribute to the protection of the health of its workers, and must treat all Central, Autonomous and Local Administrations equally”.

List E was signed by more than a thousand beneficiaries, according to information released this Monday, it was built on a male/female alternation model and has active and retired beneficiaries of the Central, Autonomous and Local Administrations, throughout the national territory.

The CGS is made up of 17 members, four of whom are beneficiary representatives (linked to unions).

The GSC is responsible for issuing an opinion on the various matters related to the ADSE, on the strategic objectives, plans and reports of activities and budget, as well as supervising the activity of the Board of Directors.
