An official report to the British Border Force showed that they were “ineffective” in dealing with the migrant boat crisis in the Channel and the situation could worsen.
An independent review of Frontier Troops by Alexander Downer, longtime Australian Foreign Minister and, more recently, Commonwealth Country High Commissioner in the 1990s and early 2000s, was commissioned by Home Secretary MP Priti Patel.
“Immigrants entering the UK from France are entering the UK from a safe country. “There is no reason for people to take this dangerous route, and this road must be stopped,” Downer said in his report, adding that “the British government’s overall approach to this problem over the past few years has been ineffective and is likely hampering the productivity of these journeys.”
“The border guard that exists to protect the UK border effectively rescues people and then takes them to the port and allows them to enter the UK,” he added, “no wonder the public is worried about this”.

Downer appeared to support the government’s plan to transfer asylum seekers to Rwanda for processing – which did not happen at press time as activist lawyers and an unnamed judge at the European Court of Human Rights blocked all flights – due to the Australian experience ending in his home country of Australia. A similar problem with migrant boats is diverting them to the island nations of Nauru and Vanuatu.
“The rapid relocation of persons who enter the UK illegally to a third country reduces the risk of derailment. The right to leave should cover all groups of people who enter the UK illegally,” he explained, explaining that most false asylum seekers announced that once they entered British soil, they were not deported, even if their application was rejected. .
A more fundamental problem with the Border Guards identified in the report seems to be that the staff did not quite know what they were doing in the “recent survey of Border Guard officers”. [finding] Border Forces consistently received below-average scores from the Home Office on issues related to understanding their operational objectives.
Downer also addressed staffing issues at the Border Guard, referring to “information unofficially prepared by the Border Guard.” [which] it recommends [it] Australia has a lower staff-to-passenger-to-cargo ratio than New Zealand or the United States.”

“This is a comprehensive and careful report that Alexander Downer did not overlook,” Alp Mehmet Breitbart, head of UK think tank Migration Watch, told London.
“Judging by Mr Downer’s damned analysis, the operational shortcomings of border troops and their tendency to jump from crisis to crisis will not be resolved by more modern equipment or faster recruitment of troops,” he said.
“The Home Secretary’s desire to create the ‘best in the world’ system by 2025 looks like cake in the sky to me. I really hope I’m wrong,” he added.
