The head of the International Affairs Committee of the Federation Council, Grigory Karasin, noted that “Swiss neutrality has failed miserably. It seems that the Swiss authorities are trying to repeat the scenario of 2008, when Bern proposed after the establishment of diplomatic relations between the two countries were cut off.
