Regressar Program will be extended to unemployed immigrants

Unemployed emigrants will be able to access the economic and fiscal support program that is granted to those who wish to return to the country. The Government is studying the possibility of also covering emigrants with scholarships.

The Regressar Program, which provides financial support to those who wish to return to Portugal, will also be available for emigrants to apply for. unemployed. The Government is still studying the possibility of extending the program to emigrants with master’s or doctoral scholarships.

Regressar’s support ranges from help for emigrants and Portuguese descendants with travel and merchandise transportation expenses to tax incentives (an IRS exemption benefit on 50% of income). The current criteria do not cover all emigrants: in the case of those who intend to return in 2023, they cannot have been residents in the country in 2020, 2021 and 2022, but rather before. The rules excluded anyone who was unemployed in the country where he lives.

According to Público, who quotes the Secretary of State for Labor, Miguel Fontes, this situation will change. “The important thing is not to evaluate your condition regarding work in the country to which you emigrated. The person is only entitled to the incentive if he comes to work in Portugal for someone else or if he creates his own job and in that case it does not make much sense to put that limitation, ”he told the newspaper. The Government is also studying the possibility of extending the program to emigrants with master’s or doctoral scholarships.

Since July 2019 and until now, Regressar has received 6,946 applications from emigrants in more than 90 countries. 69% of the applications were approved, involving a total of 11,200 people (workers and family members). Of the beneficiaries, 76% are up to 44 years old and 40% have higher education.
