Chega proposes a survey of observatories that benefit from public support

Chega proposes, through a bill, that a survey be carried out on the existing observatories that benefit from public support and that their financial viability be evaluated.

With the bill that entered the Assembly of the Republic this Monday, the members of Chega propose “to carry out a survey of the observatories created or recognized by public entities that benefit or have benefited from economic support granted by the direct or indirect administration of the State, the autonomous communities, local entities, other groups of the autonomous administration and other public groups, in order to evaluate the respective cost/benefit, their financial viability and decide on its maintenance or extinction”.

The party proposes the creation of an annual registry of observatories that gathers information on the constitution of these entities and identification of their mission, the composition of the governing bodies and their respective remuneration and benefits, the activity and management reports and accounts, as well of the “agreements or protocols entered into with the direct or indirect administration of the State, the autonomous communities, local entities, other groups of the autonomous administration and other public groups, in order to grant public goods or economic aid”.

Enough wants them to be The financial support granted by the State is still known and the information is updated annually.

The party proposes that the Ministry of Finance proceed each year to “evaluate the cost/benefit and financial viability of each observatory based on the information available.”

Regarding financing, the diploma establishes that only observatories whose mission is of recognized public interest should be “eligible to receive any kind of public support.” and as long as there is no other public body with the same mission” and establishes that the Government must disclose quarterly information on financing to the observatories.

In the explanatory statement, the members of Chega affirm that “in recent decades they have been created directly by the State and by other observatory entities of various sizes, which have received or receive public funds, without knowing the evaluation of their viability. ”. ”.

The party considers that “in many cases its necessity and usefulness is questionable, due to the fact that its activity and objectives are generally redundant with the powers of a wide range of existing public bodies” and points out that “the weight of the observatories is unknown in the State Budget, as well as its cost/benefit for the country”.
