  • Leitão Amaro regrets “3,050 days of incapacity” of the previous Government: “The situation found in Health is very delicate”

    António Leitão Amaro now answers questions from journalists. Given the problems in the emergency services and the government’s silence so far, the minister denies that there is a lack of face-to-face attendance and regrets the legacy received.

    “The Minister of Health was in Lisbon, in Sete Rios, less than a week ago, at the inauguration of a new clinical centre. This is presence and proximity,” Leitão Amaro began by justifying.

    “Let no one be in any doubt: the situation in the health sector is very difficult and very delicate. We have presented an emergency and restructuring plan to begin to resolve the problems. Unfortunately, the problems cannot be resolved in a day.”

    When challenged to say whether the Government was not falling victim to the expectations created, Leitão Amaro once again defended the Executive’s commitment to solving the problems and once again lamented the “drama” and “disorganization” found in hospital services, as a result of the “3050 days of incapacity.”

    The measures aimed at employment will cost 300 million euros, but Rosário Palma Ramalho explains that they correspond to funds from the Institute of Employment and Vocational Training (IEFP), which receives funding from European funds.

    The most expensive measure is aimed at supporting the unemployed (“Start”), which will cost 135 million euros. The second most expensive is the “Talent+” measure (which includes new rules supporting internships and hiring support for a period of up to 24 months), which costs 100 million euros.

    The attachés are “traditionally” assigned to “officially Portuguese-speaking” countries, because it is the workers from these countries who most seek Portugal due to the ease of the language. But the strengthening of the network will not be limited to these countries, and will reach others “when it is proven that there is an intensity of commercial and diplomatic relations” that “justifies” the placement of attachés. There is currently an attaché in India, he explained.

    Minister Rosário Palma Ramalho also announced two measures aimed at the integration of immigrant workers. On the one hand, the network of labour attachés placed in embassies will be strengthened with the aim of encouraging the hiring of immigrants and, in particular, putting companies that want to hire foreigners in contact with foreigners who want to come to work in Portugal. “But do it in a regulated way”, the minister added.

    In addition, it creates the “Integrar” measure, which implements, through a network of partners coordinated by the IEFP, measures that reinforce the integration of immigrants. Rosário Palma Ramalho explains that this is a measure aimed at immigrants in Portugal who have lost their jobs or have been unable to find one.

    The measure will involve individual monitoring through a tutor and professional training or Portuguese teaching courses.

    Maria do Rosário Palma Ramalho, Minister of Labour and Social Security, now speaks to present the Government’s new plan for promoting employment.

    “This is a first reflection on this matter that will be made after the report is developed. The objective is to focus the issue more on the needs of the labour market,” the minister begins by saying.

    Palma Ramalho explains that the aim is to “calibrate” previous measures that were not entirely effective, that is, in integrating increasingly less qualified young people into the labour market, but also the long-term unemployed and immigrants.

    The minister then explains that one of the objectives is to provide more support to unemployed young people with level 4 and 5 qualifications, those under 35 or with disabilities. The target to be met: 6,500 professional internships.

    On another note, the Government will increase the amount of state support for internships for unemployed and more qualified young people, who will earn more than they did until now. “The goal is to retain talent,” says the minister. As for the goal, the Government hopes to obtain another 15,000 internships under these conditions.

    The Government will also increase support for unemployed people registered with the IEFP for at least 3 consecutive months, or who belong to groups with difficulties integrating into the labour market.

    Palma Ramalho also says that these measures will cost 300 million euros in total.


  • Fishing vessels will be allowed to have crews with more foreigners

    Minister António Leitão Amaro also announced that the Government will move forward with a measure that will give greater “flexibility” to the fishing sector, allowing the crews of a fishing vessel to have a greater number of non-national citizens.

    The measure, he said, was a request from the sector. Currently, the number of foreign citizens who can be part of the crew of a fishing boat is limited by law. “We have introduced flexibility,” the minister explained, adding that the measure will allow, if justified, “to have crews with a greater number of non-nationals.”
