  • PS points out the “contradictions” of the Government in post-PRR investment, deposits and carbon tax

Requests for clarifications from Joaquim Miranda Sarmento now continue (there are 18).

António Mendonça Mendes, from the PS, says he notices Miranda Sarmento’s “tone of little concern” and “some optimism regarding the next cycle.”

He says that the growth published yesterday by the INE “did not merit any concern on the part of the minister”, with “two consecutive quarters in divergence with the Euro Zone.”

Mendonça Mendes speaks of “carelessness” in other areas and of “contradictions”: about investments after the PRR and the divergence between what is contained in the electoral program and the plan delivered to Brussels, but also in the carbon tax; The question is whether income increases due to the consumption effect because it was not included in the medium-term budget plan delivered to Brussels—and in deposits, which reach a record value in the OE for 2025.

Mariana Leitão, from IL, asks how Miranda Sarmento intends to grow the country. Paula Santos, from the PCP, insists on questions about public investment.

And Mariana Mortágua, from the Left Bloc, returns to take command with the “freezing” of the number of public employees and the request for legislative authorization for the Government to legislate on illnesses, strikes and holidays in public services. He insists on knowing what the Government wants to do. And regarding the tax benefits that have reached large companies, he wonders if “the Government’s priority is really to lower taxes on these companies.”

  • Miranda Sarmento: “The opposition cannot criticize the EO that maintains budget balance and improves people’s lives”

Joaquim Miranda Sarmento goes on to argue that only productivity can increase growth, listing the “critical” measures adopted to attract investment and internationalization, in order to make companies more competitive. But the main focus is on “human capital”, whether through the IRS Jovem, “fundamental to attracting young labor”, in immigration or housing policy.

The minister says that 2025 will also be “the year in which the reform of Public Finances begins”, with a profound review of budgetary processes and procedures and the presentation of the new Organic Law of the Ministry of Finance.

“The opposition cannot criticize an EO that maintains budget balance while improving people’s lives,” reinforces public services and invests in companies, he highlights. The pillars of the OE include the strengthening of the State, the reform of the economy and the relaunch of the social contract, he summarizes.

“This is an EO capable of solving people’s problems,” he promises. “It seeks to balance fiscal justice with the balance of public accounts.”

  • Miranda Sarmento opens debate with a warning: “The margin is conditioned by the imperative need to maintain balanced accounts”

Now the Minister of State and Finance, Joaquim Miranda Sarmento, takes the floor.

“It is a good Budget for the economy and the country,” he assures, speaking of a government “focused on reforms and structural measures” to generate more productivity and growth. It also highlights the tax reductions contained in the document and the reinforcement of allocations for public services that were in a state of “collapse or degradation”, as well as increases in several careers.

He continues, maintaining that this EO accelerates the implementation of the PRR and focuses on social consultation, with planned increases for the minimum and average wages (until the end of the legislature). Governance is, therefore, “virtuous” and manages to achieve these objectives with balance.

“The available margin is conditioned by the imperative need to keep accounts balanced and public debt on a downward trajectory,” he warns.

  • The warning to navigation: “You cannot put Rossio in Betesga”

In the evening, in an interview with CNN Portugal, the Minister of Finance, Joaquim Miranda Sarmento, reinforced the warning he had already left to the PS in the debate: in particular, the budget should not be distorted.

Miranda Sarmento hopes that the PS will vote against all proposals that increase spending and believes that the socialists will not present them either
