The Competition Authority made a recommendation to the Government and ANA so that there is equity between taxis and TVDE in the conditions of pick-up and delivery of passengers at airports.
The Competition Authority (AdC) recommends to the Government and ANA, the airport’s manager, that there be equity between taxis and Transport in Uncharacterized Platform Vehicles (TVDE) in access to the airports of Lisbon, Porto and Faro.
In a statement, the AdC says that it recommends “the adoption of measures that guarantee equal conditions between the different operators.” “In particular, the AdC identified that, when equated to private vehicles (that do not carry out an economic activity), TVDE service providers, such as Uber or Bolt, are subject to payments for picking up and dropping off passengers, after exceeding a certain number of free daily accesses.Payments that “are not applicable to other competing operators, particularly taxis, raising questions of fairness.”
Competition considers that the TVDE are “at a competitive disadvantage in access to the terminal, being the only type of operator without direct access to the terminal doors.”
Therefore, the AdC recommends that the State, “as grantor of the Airport Public Service Concession Contract in Airports located in Continental Portugal”, guarantee that parking management does not give rise to “discriminatory conditions, unjustified, from the point of view of its adequacy, necessity and proportionality, for the purposes of passenger transport service providers, in casetaxis and TVDE.”
ANA now asks to review the conditions for picking up and dropping off passengers through TVDE at airports. “In particular, priority should be given to neutral tariff conditions, which are not specific to a particular service provider, in order to minimize the competitive distortions identified between two types of similar services (TVDE and taxis).”
In this note, the AdC includes the rate available in the place by ANA on TVDE’s access conditions at airports, with a maximum of two free tickets at the beginning (five at the end). leave 2 at Lisbon Airport), with a limit of 10 free minutes (or 15 in leave two).
