The Council of Ministers approves this Thursday the new Statute of the National Health Service (SNS)near 30 years later the entry into force of the current one, and measures to retain and attract more teachers to schools.
The SNS Statute proposal was approved by the Council of Ministers in Octoberproceeding then to the public consultation and hearing of various entities, initially anticipating the Government that it would come into force with the General State Budgets for 2022, which was “leaked” in parliament at the end of 2021.
According to the prime minister, the new statute will give “structural answers to the problems that the Portuguese feel in their day to day, in contact with the SNS“allowing a better functioning of the services and a coordinated assistance response and network of the different units.

In addition, the document provides for greater management autonomy for hiring, as well as measures for “greater motivation of health professionals”, through the creation of the full-time regime and the exceptional regimes for hiring and working overtime, and mechanisms to establish professionals in disadvantaged geographical areassaid António Costa in parliament.
The statute, which will allowregulate specific aspects of the Basic Health Law Approved in 2019, it comes at a time when the SNS is recovering its healthcare activity hampered by the Covid-19 pandemic and in which some public hospitals, in recent weeks, have had difficulties in ensuring the full complement of medical specialists in obstetrics and gynecology for the emergency and delivery lock.

The Council of Ministers this Thursday will also approve a diploma with two measures in the field of Educationthat António Costa considers “of the greatest importance” to respond to the “serious problem” that the country faces in terms of teachers.

One of the measures provides assignment to the school of all teachers who have been hired to cover the hours that were and remain vacantwhile the second will allow schools full-time open competitions in discipline groups and in territories where there is a shortage, to make them more attractive.
