The parliament approved this Thursday a deliberation project that provides for the use of the European Union flag in the Assembly of the Republic, establishing that the National Flag prevails over the European one and that the latter precedes that of the Assembly.
The draft deliberation of the President of the Assembly of the Republic, Santos Silva, it was approved and had the votes against the PCP and the abstention of the BE, with the vote in favor of the rest of the parties. Chega was absent from the vote.
In order to reaffirm the principles that are at the genesis of the European project and that remain in force and, likewise, underlining the importance of the participation of citizens in the European Union, the Assembly of the Republic considers it appropriate to approve its own regulations. on the use of the flag of the European Union, in a similar way to what happens in other national parliaments”, reads the text.
The deliberation establishes that the “flag of the European Union will fly outside the São Bento Palace during the legislative session and the days of parliamentary work” and may be placed, “in its own device, in the places of the Assembly of the Republic where use “placed the National Flag and the hoisting of the flag of the Assembly of the Republic”.
Regarding the rules of precedence, the The flag of the European Union “is preceded by the National Flag and precedes the flag of the Assembly of the Republic”. In the event of an official visit by a foreign delegation, the flag of that country will prevail over that of the EU. In the case of an official visit by a delegation from an international organization to which Portugal is a member, the flag of the European Union “has preference over the flag of the international organization to which Portugal belongs”.
The size of the flag of the European Union, according to the approved text, “is adequate for the National Flag and the flag to be hoisted by the Assembly of the Republic, which are placed in the same place.”
