President of the Republic promulgates a government diploma that creates a multipurpose company in Crato

The President of the Republic, Marcelo Rebelo de Sousa, promulgated on Tuesday the Government diploma that constitutes the Crato (Portalegre) Hydraulic Use Company (EAHFM) and adopts exceptional measures for its implementation.

In the note published this Tuesday on the website of the Presidency of the Republic, the Head of State says that, for the promulgation, he took into account “the consensus, successively reaffirmed, on the essential importance of the Pisão Dam” and ” the manifest support of the National Association of Portuguese Municipalities”.

As well as “the advantage of not hindering, in practice, the implementation, in a timely manner, of a priority already assumed, despite the fact that the adopted regime is not ideal, in terms of protecting the rights of those affected and of very long duration, long, longer than four years”, argued Marcelo Rebelo de Sousa.

The Council of Ministers approved, on the 1st of this month, the decree-law that constitutes the EAHFM of Crato, in the district of Portalegre, as a company of national public interest.

According to the document, this approval allows the delimitation of the respective area of ​​intervention, adopting the special measures necessary for its implementation within the period of validity of the Recovery and Resilience Plan (PRR) through “greater flexibility and speed” in terms of administrative procedures applicable to the different components of the company.

At that time, contacted by the Lusa agency, the president of the Intermunicipal Community of Alto Alentejo (CIMAA), Hugo Hilário, explained that the decree-law aims to “facilitate” and “give a special regime” to the construction project of the company, also known as the Pisão dam, so that it can be carried out.

“This diploma facilitates, gives a special regime to this project, so that these mandatory administrative procedures are more agile,” he explained.

According to the president of CIMAA, the entity in charge of executing the project, a process of this “dimension” and of this “complexity” has a series of “administrative, formal and legal” procedures, which are “complex” throughout its execution. .

The project will involve a total investment of 171 million euros, of which 120 million are registered in the Recovery and Resilience Plan (PRR).

Also on September 1, the project obtained an Environmental Impact Statement (DIA) “favorable conditions”, having the respective Single Environmental Title (TUA) was published days later on the website of the Portuguese Environment Agency (APA).

According to the calendar presented to the European Commission, the works will be completed in 2025.
