OE2023: Parliament begins “marathon” to conclude the Budget vote

Parliament begins this Monday the “marathon” of discussion and voting, in the specialty, of the 2023 State Budget (OE2023), which is guaranteed approval in a final global vote, on Friday, by the absolute majority of the PS.

In total, the time for the debate and vote of the specialty of the Budget foresees more than eight and a half hours a day, that is, a total of 2,094 minutes (in 34 hours), from Monday to Thursday. To which will be added, on Friday, another hour and 40 minutes for the closing debate.

Throughout the week, and during the more than 34 hours of debate, the deputies will discuss the hundreds of party amendment proposals and vote on themin many cases, one by one, in sessions that sometimes lasted until dawn.

The parties with parliamentary seats presented a new record of proposals to modify the General State Budget, more than 1,800. The previous record was over 1,500 in Budget 2021.

Leading the number of proposals is Chega, with 501, followed by the PCP, with 417. The PAN, for its part, delivered 262, while the largest opposition party, the PSD, presented 261????????

For its part, the Bloco de Esquerda presented 154 proposals, Livre 137 and PS 55, with Iniciativa Liberal being the party with the lowest number of proposals presented: 29.

As usual, the proposals address various issues: taxation, salary increases and pension increases, companies such as TAP and Caixa Geral de Depósitos.

Among the proposals of the PS, which are guaranteed to be implemented, are the worsening operations with crypto assets and the IMI of local hosting properties in areas of urban pressure or the exemption from the Tax on Documented Legal Acts in the renegotiations of mortgage loans.

The PSD proposes, among other things, expanding IRS deductions for housing expenses, allowing municipalities to reduce IMI collection to a minimum of 0.1% and reduced taxation of savings at the IRS (reduction of the withholding rate from the current 28% to 10% for savings of up to 100,000 euros) or VAT exemption on the purchase of food for the solidarity sector during the year 2023.

In turn, Chega wants reduction of VAT rates “in general” and a zero rate for essential goods, the “suspension of IMI payment throughout” next year and also the prevention of taxation of holiday and Christmas subsidies next year.

Already among the proposals of the Liberal Initiative is included the reduction of VAT on energy and food and lower the IRS in the first five stepsreduction of IRC fees and elimination of the state surcharge, as well as the privatization of at least 50% of TAP, as well as the sale of the State’s stake in Caixa Geral de Depósitos and RTP.

the left block proposes to increase pensions in accordance with the current legal formula and that the IRS scales be updated at the rate of inflation, insisting on the taxation of excessive profits in the areas of banking, energy and retail, the end of exemptions for operations with cryptocurrencies, the reduction of VAT on electricity and gas at 6% and the clarification that the dams have to pay IMI.

The PCP proposes a minimum increase of 50 euros in pensions“without cuts in relation to the current law”, as well as the possibility of retirement “without penalty” after 40 years of contributions, as well as the creation of a public network of day care centers and free access for all children.

The PAN defends the social fee extension of energy “for all people who live below the poverty line, free passes for young and old throughout the country, the deduction of expenses with interest rates in the IRS, as well as the reversal of support given to cellulose .

Livre proposes, among other things, a national rail pass for 20 euros and a special complement to the family allowance, increasing the value of benefits by 30%.

On October 27, only the PS approved, in general terms, the government’s proposal, with the abstentions of the sole deputies of the PAN and Livre and the rest of the parties voting against.
