The new incentive for the purchase of electric cars covers vehicles purchased from January 1 and the application can be submitted to the Environmental Fund until the end of the year, according to information published this Thursday in the Diário da República.
The incentive that determines the scrapping of an old car was announced by the Government on October 4, within the framework of the Green Mobility Package. The Government will allocate a total of 10 million euros to the program this year and another 10 million in 2025.

Applications “must be submitted by December 31, 2024” on the Environmental Fund website, where forms are already available. And purchases made since January 1 are eligible.
Applications will be sorted by date and time of submission and, if the number exceeds the amount provided for the incentive on a specific type of vehicle or charging point, applications will be placed on a waiting list for the allocation of excess funds. And proof must be presented of the scrapping of a fossil fuel vehicle over 10 years old, issued in the name of the candidate, “and the scrapping must have occurred after January 1, 2022″.
For passenger cars, the incentive can reach 4,000 euros for individuals, “and is granted for the introduction into consumption of a new 100% electric vehicle and for the scrapping of a fossil fuel vehicle that is more than 10 years old2.” If the purchase is made through the IPSS, you may have an incentive of five thousand euros.
In the passenger mode, 1,050 incentives of 4,000 euros per vehicle with a cost of up to 38,500 euros (VAT included), maximum of one incentive per candidate in the case of natural persons. Electric bicycles must have a maximum price of 500 euros.
The expenditure of 10 million euros in 2024 and 10 million euros in 2025 is divided into seven types (passenger cars, passenger cars for IPSS, cargo bicycles, electric bicycles, motorcycles and similar, conventional bicycles and vehicle chargers).
In terms of goods, a total expenditure of 1.5 million euros is expected in 2024 (1.2 million for electric goods vehicles and 300,000 for electric cargo bicycles), and two million euros in 2025.
