The Government will review the “science law” to clarify the mission of state laboratories, associated and collaborative laboratories and technology and innovation centers and present a new model for their financing.
The initiative is described in the explanatory note of the proposed State Budget 2025 (OE2025) for the sector and which supports the evaluation in the specialty on Tuesday, in parliament, with the hearing of the Minister of Education, Science and Innovation. Fernando Alejandro.
The document, available on the Parliament’s website, states that “The Government will review the mission of state laboratories, associated and collaborative laboratories and technology and innovation centers.with the aim of clarifying its mission and role in the scientific and technological system, reviewing the law of science in this context.”
According to the same document, “A new financing model will be presented for these entities”.
Known as the “science law,” decree-law 63/2019 reviews “the legal regime of institutions dedicated to research and development and other participants in the national science and technology system,” defines “the general principles of respective evaluation and financing” and “regulates the valorization, access and dissemination of knowledge.”
The Government’s proposal for OE2025 was approved by parliament at large on 31 October. The final global vote is scheduled for November 29, after the discussion in the specialty and the presentation of the amendment contributions by the parties.
