Borrell stressed that “China is currently offering Russia a limited number of alternative products, especially high-tech goods,” adding: “China, which is largely dependent on exports to developed countries, has not yet offered Russia any help to circumvent Western sanctions. China’s exports to Russia declined in proportions similar to Western exports.
