It’s called “Kalina” and it’s Russia’s latest military tactic (which the Kremlin has been trying to keep secret). The project, which began in 2011, has suffered from delays, but according to images collected by Google Earth, construction is underway.
According to The Space Review portal, it is a high-precision laser system that will be developed in a space surveillance complex, located in western Russia. With this equipment, the Russians want to “blind” the electro-optical systems of foreign imaging satellites flying over Russian territory.
The mechanism includes a mobile laser, known as “Peresvet”, which has been built since the end of 2019. It is using this laser that the “Kalina” will produce sufficiently sharp images that allow you to locate satellites and then attack them.
“Kalina” is part of the “LOL” (Laser Optical Locator) system expansion program, which includes a 1.3-meter telescope capable of capturing high-resolution images of orbiting satellites.

Bart Hendrickx, a scientist based in Belgium, published an article in Space Review where he says that the purpose of the laser was creation of a system for the “functional suppression” of electro-optical satellite systems.
Basically, this optical system is a telescope designed to direct laser beams to satellites with great precision, based on the images captured by “Kalina”.
American “rockets” make the Russian task difficult
The aid that the United States of America is providing to Ukraine has allowed, in recent weeks, the destruction of several Russian command posts, logistics centers and ammunition depots.
The Russians have not been able to counter this Ukrainian offensive which has caused great explosions in the Donetsk, Lugansk, Zaporizhia and Kherson regions. Long-range precision means and “rocket” systems provided by the West have contributed to this.
Quoted by CNN, Vadim Denysenko, a senior official at the Interior Ministry, said that the latest attacks are due to “weapons Ukraine has received. We were able to destroy approximately two dozen warehouses with weapons and fuel and lubricant ‘stockpiles’. This will affect the intensity of the attacks.”
