In turn, a senior US administration official told reporters (on condition of anonymity) that Russian President Vladimir Putin is spending huge sums to “manipulate democracies from within.”
While the Associated Press reported that the telegram sent to foreign missions on Monday was not classified, it was “sensitive” and not intended for the foreign public. This telegram contains a series of issues that (US) diplomats stationed abroad should raise with their host government.
According to the AFP news agency, these diplomats share their findings with the authorities of more than 100 countries.
