In January, the measures to mitigate the increase in fuel prices will be maintained, the Ministry of Finance announced this Friday. However, the ISP discounts will be reduced, “given the evolution of fuel prices in recent weeks,” says the Government note.
Thus, “given the recent changes in the price of diesel and gasoline, these temporary measures translate into a reduction in the ISP discount of 1.3 cents per liter of diesel and 1.2 cents per liter of gasoline, compared to the month former”.
The ministry points out that the ISP rates “become part of the amount of the road service contribution in a framework of neutrality”, that is, “the amount that was collected as a road service contribution is now charged as a consignment from the ISP , without resulting in an increase in the applicable taxation”.
Thus, in January the mechanism applicable to the ISP equivalent to a reduction in the VAT rate from 23% to 13%, as well as the compensation mechanism through the reduction of the ISP of the additional collection of VAT, derived from the variations in the fuel prices. . The suspension of the carbon rate upgrade is also maintained.

In the interpretation of the Treasury, “the total discount of the tax burden increases, to the extent that the carbon tax that will be set for 2023 should increase, as a consequence of the evolution of the prices of the European emission rights trade”.
As the Minister of the Environment, Duarte Cordeiro, has already announced, the suspension of the carbon tax will continue in January, “which translates into an additional discount of 13.4 cents per liter on diesel and 12.2 cents per liter on gasoline, compared to to carbon. tax that would be set in 2023, based on the evolution of European trading prices in the auctions of greenhouse gas emission licences”.
As for VAT, the discount is 16.4 cents per liter for diesel and 15 cents per liter for gasoline.
Adding up all the current measures, the reduction in the tax burden will be 35.9 cents per liter of diesel and 32.5 cents per liter of gasoline.
The reduction of 6 cents in the taxation of agricultural diesel is also maintained.
