During the private meeting of the municipal executive, the leader of the PSD Matosinhos, Bruno Pereira, warned that the person responsible for the construction in 36 months of the dependency center, which has the surface right of those public lands, is in “contractual breach since April”.
In a statement sent to Lusa, the social democrat highlighted that since the person responsible did not start the project, nor even complete the works within the established period, “he is in breach of the contract”, which involves the payment of 1,000 euros per day of delay.

The case dates back to 2008, when the Cooperativa Realidade Social, created a year earlier, benefited from a transfer of land for a period of 50 years and from municipal financing for the construction of a social center, in an investment of four million of euros, he explained. .
In addition to the financing of the chamber, The cooperative also received a subsidy from the Northern Regional Administrationand (ARS-N), he said.
Bruno Pereira also recalled that, in 2015, the construction company took legal action against the cooperative and the chamber, and, initially, the municipality responded by saying that it was not a party to the construction contract.
Later that same year, the municipality decided to reach a judicial agreement with the construction company and assume the cooperative’s debt in the amount of 2.2 million euros, as well as its financial debt of 676 thousand euros, he added.
“Although the PSD always voted against, the truth is that the The Portuguese State lost 4.6 million euros and the aforementioned cooperative was dissolved and liquidated in 2015,” he highlighted.
In 2020, the Matosinhos City Council launched a public tender for the construction of a long-term care center, contracting, the following year, a surface right for a period of 50 years that provided for the payment of an annual rent of 76 thousand euros, he highlighted.
“The works to build a long-term center should have been carried out in 36 months and were not done,” accused Bruno Pereira.
Contacted by Lusa, the chamber stressed that it is acting in accordance with the provisions of the promoter’s contracthaving already notified you of the situation of non-compliance.
“In addition to the need to enforce the contract, the municipality’s greatest desire is to see a social response grow there that does not yet exist in the territory of Matosinhos, since for that part the construction of a long-term care unit with more than 100 beds”he is stressed.
The municipality clarified that the developer has already licensed the architectural design and specialties for the construction of this facility, but the opportunity arose to compete for the Recovery and Resilience Plan (PRR) and the approval of the application delayed the process.
